Mystery Jewel: Blue Paste Bangle Bracelet

Another mystery jewel: Don’t know what it’s made of, don’t know when it was made. The clues: The blue paste stones are bezel set with an open back setting and the scrolled flourishes (which look late Victorian) are applied onto a nuggety-textured finish (which looks very ’70s). One of the flourishes is missing a wing but I don’t see a break. It is well made and cheaply made at the same time. The metal is very soft — maybe gilt silver? If anybody has any ideas, let me know.
